Lawsuit, furloughs expose NH budget
Gov. John Lynch may have placed his John Hancock on an $11.5 billion state budget last week, but that doesn’t mean there aren’t a couple of critical issues in play that could determine whether – and how quickly – this precariously balanced budget begins to unravel.
The first is the fate of the $110 million the governor and lawmakers utilized from a sizable surplus in the medical malpractice insurance fund that’s operated by the Joint Underwriting Association to balance the 2008-09 and 2010-11 state budgets.
