Here is the memo that Governor Lynch used to justify transferring $110 million from the Joint Underwriting Association to the General Fund. It was written by Assistant Attorney General Glenn Perlow, and relied on state treatment of similar funds in other states. It did not include language specific to the New Hampshire compact directing that participants in the Association share in any excess funds:
