In his health care speech to Congress on Wednesday, President Obama refused to show how his plan would achieve the cost reductions he claims it would. Instead, he presented another grand assertion: Any cost overruns will be balanced with spending cuts mandated by law.
There's just one problem with such triggers. They don't work.
The New York Times reported on Friday that "once in law, such automatic triggers have not proved effective as a way to reduce federal spending. In the past, Congress and the White House have simply overridden or ignored them."
