UL- "Temporary taxes: Short-term gain; short-term pain"

The Union Leader argues that any new taxes passed to balance the budget should expire when times aren't so tight:
In an op-ed column in the New Hampshire Sunday News yesterday, the governor wrote that "revenues are continuing to decline because of the recession. For 2010, we project that state revenues will be lower than they were in 2004 and 10 percent lower than they were in 2008. For state government to continue meeting its core responsibilities without passing additional costs on to local taxpayers, it is clear the state will need to raise additional revenue over the next two years."

Note the last phrase, "for the next two years."

When he opposed a sales or income tax early on in the budget discussion, the governor said it was critical that the state not apply a permanent fix to this temporary revenue problem. He was absolutely right about that. So why is he not insisting that all means of raising new revenue be temporary?
