In the Concord Monitor, Lauren Dorgan starts counting to 13 to see if the New Hampshire budget headed to the floor on Wednesday can win approvel in the State Senate:
One sign of trouble: Senate President Sylvia Larsen of Concord had to replace not just the committee's Republican, as is normal on conference committees (which must, for goofy ceremonial reasons be unanimous). She had to replace two Democrats, as well - three-fifths of the conference committee. Neither Lou D'Allesandro of Manchester, who has vowed to vote against this budget, nor Kathy Sgambati of Tilton signed the report.
